Public Parking

publicparking-signThere are a number of public parking options for those visiting the Minnesota State Capitol Complex. The symbol seen at right indicates public parking availability in parking lots and ramps. See the tabs below for complete info on parking. More parking maps can be found on our maps page

* New - Electric Vehicle Charging Station

PMD now offers a two vehicle Electric Vehicle Charging Station in Lot C.  Electric vehicle owners visiting the Capitol Complex may park for free and charge their vehicle for a maximum of 4 hours at this station, no payment required.  To utilize this free park and charge station, vehicles must be plugged in and connected to the station.  Please note - All other parking in Lot C is contract parking only.

Metered parking is controlled by Admin Plant Management. These state parking facilities are patrolled and monitored by Capitol Security Division of the Department of Public Safety. Capitol Security enforces parking in these areas. Capitol Security is also available to provide an escort service to your vehicle. Call 651-201-6974 to request an escort and allow up to 20 minutes for escort to arrive. 

Street Parking

Metered city street parking is available at the following locations: 

  • John Ireland Boulevard, east and west sides 
  • Front of the Transportation Building 
  • Cedar Street, east and west sides 
  • Front of the Centennial Office Building 
  • Sherburne Avenue, one block north of the Capitol Building between Cedar and Park Streets
  • Aurora Avenue, North of Sears, off Rice Street


Metered city street parking is patrolled and enforced by the City of St. Paul. Parking meters typically take quarters only, with one quarter buying 12 minutes of parking time.

Disability Parking

Public disability parking is available throughout the Capitol Complex. This parking is in close proximity to building accessibility entrances. Vehicles must display either a disability parking certificate or a disability license plate issued by the Department of Public Safety.

Bike Racks

Bike racks on the Minnesota State Capitol Complex are available in the following locations: 

  • 14th Street Ramp - Bike rack in ramp on first level.
  • Administration Building - Bike rack at building entrance on Sherburne Ave. and in Administration Ramp Level B.
  • Andersen Ramp - Bike rack in ramp on first level.
  • Centennial Office Building - Bike rack at building entrance on Cedar Street.
  • Freeman Building/Ag Health Lab - Bike rack placed between these two buildings. 
  • Minnesota History Center - Bike rack on east side of building. 
  • State Capitol Building - Bike rack in Upper Mall Temporary Lot.
  • Transportation Building - Bike rack located at building entrance on John Ireland Blvd.
  • Veterans Service Building - Bike rack on center courtyard.

How to Pay

State-owned visitor parking locations on the Capitol Complex are equipped with multi-space parking meter pay stations. Payment options include Visa and MasterCard credit and debit cards, $1 and $5 bills, as well as coins. Parking can be paid at a rate of $1.50 per hour or $6.00 for an all-day rate.   Beginning July 1, 2014, rates will be $1.75 per hour or $7.00 for an all day rate.

Easy to follow screen prompts provide instructions and each transaction generates a receipt showing the expiration time with the stall number for reference. Customers can add time from any pay station on the Capitol Complex.
