Alternative Transportation

Several programs exist to encourage alternative modes of transport to and from the Capitol Complex. Details on these programs are listed in the tabs below.

NEW - Discounted Nice Ride Subscriptions

Admin now offers discounted Nice Ride subscriptions to state employees who work on the Capitol Complex and who do not have a parking contract with Admin. Learn about rates, eligibility, sign-up, and more in the "Nice Ride" tab below.

Metropass Bus Program

Metropass is a bus program that allows card holders to get unlimited access to regional buses and trains. You will find general information on the Metropass Program below.

The Metropass Bus Program is available to all state and legislative employees who work in buildings under Admin Plant Management's custodial control. Employees may participate by obtaining a Metropass Bus Card.

  • Sign-ups are done by Admin Plant Management.
  • A non-transferable card can be used for unlimited rides on any regional bus route.
  • The card is valid immediately when you start the Metropass program and can be used for peak, express and downtown zone fares. Additional fees apply for use of the Northstar train.

Rates

  • Legislative employees: $45.00 pay monthly (non-payroll deduction)
  • Lost/Replacement Metropass - 1st time: $20.00
  • Lost/Replacement Metropass - 2nd time: $40.00
  • State employees on SEMA4 payroll deduction: $20.77 per bi-weekly pay period


Note:
State employees are typically covered through a pre-tax payroll deduction. Non-payroll employees pay $45.00 monthly.

Eligibility for Metropass

State, federal, legislative and judicial employees working in Capitol Complex buildings under Admin Plant Management's custodial control are eligible.

*The Department of Health offers their own Metropass program to their employees.

How To Sign Up

Employees must sign up with Admin Plant Management in room G-10 of the Administration Building. Applications are accepted Monday - Friday from 7:00 AM to 4:30 PM, no appointment necessary. For additional assistance call 651-201-2300. 

Following completion of your application, you will be given a temporary pass to use right away. A permanent pass will be issued within a few weeks from sign up. You will be contacted when the permanent pass arrives and is ready to be picked up.

Cancellation

To cancel your Metropass card, visit the Admin Plant Management Office in room G-10 in the Administration Building. Your Metropass card must be returned before cancellation can be completed.

Additional Information

Nice Ride

State employees on the Capitol Complex can subscribe to the bike-sharing service Nice Ride at a discounted price. Admin has joined Nice Ride's employer match program to offer this benefit to employees. All of the details are available below.

Rates

  • Annual subscription: $45 (a $30 savings from the standard rate) 


Note:
There are usage fees each time someone rents a bike, but the first hour of each rental is free for subscribers. More information on this pricing is available on Nice Ride's website.

Eligibility for Nice Ride

Discounted Nice Ride pricing is available to all state employees who: 

  • do not have a parking contract with Admin; and
  • work in one of the following Capitol Complex buildings:
    • 691 North Robert
    • Administration Building (50 Sherburne Avenue)
    • Agriculture/Health Laboratory (601 Robert Street)
    • Andersen Building (540 Cedar Street)
    • Centennial Office Building (658 Cedar Street)
    • Freeman Building (625 North Robert Street)
    • Judicial Center (25 Rev. Dr. Martin Luther King Jr. Blvd.)
    • Minnesota Senate Building (95 University Avenue West)
    • Saint Paul Armory (600 Cedar Street)
    • Stassen Building (600 North Robert Street)
    • State Capitol Building (75 Rev. Dr. Martin Luther King Jr. Blvd.)
    • State Office Building (100 Rev. Dr. Martin Luther King Jr. Blvd.)

How to Sign Up

Employees who wish to sign up should follow the steps below. 

  1. Acquire a sign-up password by contacting Admin's parking and transportation staff at 651-201-2300 or pmd.comments@state.mn.us. This password will provide access to the discounted pricing. 
  2. Sign up for an annual subscription on Nice Ride's website. Click on the "I'm eligible for a Group Rate" link, select "State of MN - Capitol Complex" in the drop down list of groups, and enter the password provided to you by Admin. Use your work email address (i.e., @state.mn.us) when signing up. This will enable Nice Ride to work with Admin to confirm your eligibility for discounted pricing. 
  3. Once you're signed up, manage the account and make payments using Nice Ride's standard methods.

About Nice Ride

Nice Ride is a bike-sharing service established to make biking more convenient and affordable for Twin Cities residents. The service has nearly 200 bike rental stations around the Twin Cities. For state employees, there are five stations conveniently located near the Capitol Complex. You can access Nice Ride bikes:

Bike Racks and Lockers

Are you one of the over three million Minnesotans who enjoys bicycle riding? Have you considered bicycling to work? Bicycling to work can save you money -- spent on gasoline, vehicle maintenance, parking and vehicle insurance. It also provides healthy low impact aerobic exercise and protects our state's air quality. 

Locations

Bike racks are located throughout the Capitol Complex and are available to employees and visitors free of charge.  Bike cages and lockers are available to employees at a low annual charge.

  • 14th St. Parking Ramp - Bike rack and lockers in ramp, 1st Level.
  • Administration Building - Bike rack at building entrance on Sherburne Avenue.
  • Administration Parking Ramp - Bike rack is on Level B. Bike lockers on D Level. 
  • Andersen Building - Bike rack at building entrance on Cedar Street.
  • Andersen Parking Ramp - Bike rack and lockers in ramp, 1st Level.
  • Centennial Office Building - Bike racks at building entrances on Cedar St and W. Central Park Place.
  • Centennial Parking Ramp - Bike lockers in ramp on Blue, Green, Orange, Purple and Red Levels. 
  • Freeman Building/Ag Health Lab - Bike racks between these two buildings. 
  • Judicial Center Garage - Bike rack and lockers are located within the parking ramp and are available only to Judicial Center tenants. Access to the ramp is via key card and must be obtained through your work division.
  • Lot J - Bike lockers in the northeast corner.
  • Lots U and W - Bike racks between these two lots.
  • Minnesota History Center - Bike rack on east side of building. 
  • Minnesota Senate Building - Bike rack located on the corner of Sherburne Avenue and Park Street and within the parking garage, building access required.
  • Ramp F - Bike cages are located within the parking ramp, 1st Level.
  • State Office Building - Bike rack near building entrance on north side of building.
  • State Office Parking Ramp - Bike rack and lockers are located within the parking ramp and are available only to State Office Building tenants. Access to the ramp is via key card and must be obtained through your work division.
  • Transportation Building - Bike racks at building entrances on John Ireland Blvd and off Rice Street by Ramp F.  Bike lockers near entrance on John Ireland Blvd and loading dock by Lot G. Bike cages are located in Ramp F.
  • Veteran Services Building - Bike racks at 12th St building entrance in courtyard.


Rates

Bike cages and lockers are secured and available for rent on an annual basis from April 1 through March 31. The annual rate is currently $50.

Getting Started

Call 651-201-2300 between the hours of 7:00 AM and 4:30 PM, Monday - Friday to check on availability for a contract for bicycle cages and lockers.

Car Pool Program 

There are a limited number of car pool parking spaces in the Andersen Ramp and Lot X (Sears). Please contact Metro Transit for more information.

Rideshare Matching Services

Ride-matching services are available for van and car pool program participants through a partnership with Metro Transit. For more information, visit their website.

Guaranteed Ride Home

Those who ride the bus, bike, carpool or vanpool to work may register for a free, guaranteed ride home service. This is available through a partnership program with Metro Transit. For more information, visit the Guaranteed Ride Home website
