245D Bill of Rights workbooks available for people receiving waiver services

Minnesota's Olmstead Plan ensures that people with disabilities live, learn, work, and participate in the community in the most integrated settings. A key focus of the plan is preventing abuse and neglect, which starts with education for people with disabilities, families, mandated reporters, and the public on identifying and reporting abuse. Respect and dignity are emphasized as fundamental preventive measures.

The Minnesota Governor's Council on Developmental Disabilities (MNCDD) has developed resources to support individuals receiving waiver services, focusing on their Bill of Rights:

  • 245D Easy Read Guide: Simplified version of Minnesota Statute 245D.04, using plain language and images to explain rights.
  • 245D Know Your Rights Workbook: Offers lessons to help individuals understand each right.
  • Situational Videos (Sept 2023): Nine skits co-created with people with disabilities illustrate the Bill of Rights in real-life scenarios. An introductory video features hip hop artist and Council member Dupree dwards sharing his perspective.
