This bulletin sets forth the process the Minnesota Department of Commerce will utilize to review rate filings submitted pursuant to Minnesota Statutes section 65A.298 from the effective date of this bulletin forward. The bulletin is accompanied by a technical methodology document.

Pursuant to Executive Order 25-12, Commerce is issuing this survey of insurers to gather information regarding insurance policies and claims involving firearms. This survey will inform the creation of the report due to the Governor by October 1, 2026, and may result in follow-up questions from Commerce to individual insurers based on company responses. Insurer responses to the survey are due Monday, April 6, 2026.

The Department of Commerce is issuing this memo to regulated entities to request that they take provide flexibility to Minnesota policyholders and customers who are federal workers affected by the shutdown.
