April Todd-Malmlov, Executive Director
April Todd-Malmlov is the Executive Director at MNsure, Minnesota’s health insurance marketplace. She comes to this role with over 15 years of experience in the public and private health care sectors. Prior to this role, Ms. Todd-Malmlov served as Minnesota’s State Health Economist and was responsible for monitoring the health care market and informing state health policy related to health care access, cost and quality. Ms. Todd-Malmlov has also served as the Director of Competitive Intelligence for UnitedHealthcare and the Vice President of Strategic Analysis and Communications for Government Affairs at UnitedHealth Group during the debate and passage of the federal Affordable Care Act. Ms. Todd-Malmlov holds a master’s degree in public health from the University of Minnesota and a bachelor’s degree from Beloit College. She was named one of the top business leaders to watch in 2012 by both the Minneapolis/St. Paul Business Journal and the Star Tribune, and one of the most influential people in the Twin Cities in 2013 by Minnesota Monthly.
Thomas Baden, Chief Information Officer
Thomas Baden Jr. is the Chief Information Officer for the Office of Enterprise Technology for DHS. His nearly 30 years of Minnesota state government experience includes Medicaid management information systems, and also systems for unemployment insurance, vocational rehabilitation and hundreds of other state government projects.
Carley Barber, Senior Program Administrator
Carley Barber has a variety of project management, policy and legislative experience in state government including serving as legislative liaison and principal planner for the Minnesota Department of Health. Ms. Barber has earned a Bachelor of Arts degree from the University of Wisconsin-Madison and a Master of Public Administration degree from Hamline University.
Katie Burns, Plan Management and Quality Director
Katie Burns comes to this position with over 12 years of experience in health and human services policy, financing and market transparency. She worked at the U.S. Department of Health and Human Services prior to holding positions in several state agencies, including the Minnesota Departments of Management and Budget, Human Services and Health. Ms. Burns holds a Master of Arts Degree in Public Affairs from the University of Minnesota’s Humphrey Institute.
Peter Frank, Information Technology Director
Peter Frank comes to this position with more than 20 years of experience in the information technology industry. He previously led large-scale projects in IT, health care and organizational development for the Minnesota Department of Health. Mr. Frank has served in various roles with the State of Minnesota for over 14 years including project manager, architect, database programmer, web programmer and business analyst. Mr. Frank holds a Bachelor of Science degree from St. Cloud State University.
Barb Juelich, Chief Financial Officer
Barb Juelich brings over 17 years of experience in financial management and public program budgeting to this position. Ms. Juelich previously served as the Chief Financial Officer of the Minnesota Department of Health and the Budget Director for the Minnesota Department of Human Services – Minnesota’s Medicaid agency. She also served as the fiscal analyst for the Minnesota Senate Health and Human Services Committee. Ms. Juelich holds a bachelor's degree in Business Administration from the University of St. Thomas.
Erik Larson, Operations Director
Erik Larson brings over 20 years of health care experience in the private market. Prior to this position, Mr. Larson has been Director of Employer Operations for Medica serving the commercial market. Mr. Larson was also Vice President of Case Management Products at Concentra and National Health Care Resources. Mr. Larson has also held a number of management roles at UnitedHealth Care and Blue Cross/Blue Shield of MN in both the business and technology areas. Mr. Larson has also spent time consulting at Medica and Prime Therapeutics. Mr. Larson holds a bachelor’s degree from the University of Minnesota and Master’s Degree in Health and Human Services from St. Mary’s University.
Bob Paulsen, Individual Market Director
Bob Paulsen brings over 17 years of experience to this position. Prior to this position, Mr. Paulsen was the Medicaid Health Information Technology (HIT) Coordinator at the Minnesota Department of Human Services. There he directed the development of the state’s Medicaid Health Information Technology for Economic and Clinical Health (HITECH) initiatives and led the development of Minnesota’s Medicaid HIT Plan and electronic health record (EHR) incentive program. Mr. Paulsen has also held leadership roles in health care policy and systems design and development at the Minnesota Department of Human Services – Minnesota’s Medicaid agency. Mr. Paulsen earned a Bachelor of Science degree from Saint John’s University.
John Reich, Public Relations Officer
John Reich has 7 years of experience handling state public affairs in a variety of capacities. Prior to this position, Mr. Reich served as the Director of Government Affairs for the Minnesota Department of Commerce, whose regulatory jurisdiction ranges across a wide spectrum; from insurance, to banking, to energy, to telecom. While serving in that role, Mr. Reich was the point person for Commerce at the Minnesota Legislature and worked closely with communications staff on press matters. Mr. Reich also spent several years at the Minnesota House of Representatives as the chief staffer for the Commerce and Labor Committee where he worked on business regulation issues. Mr. Reich holds a Bachelor of Arts degree from the University of Minnesota in Political Science/German Studies.
Neil Rolland, SHOP Director
Neil Rolland brings over 22 years of healthcare leadership experience in the private market to this position. Prior to this position, Mr. Rolland has served as Director of Underwriting for Blue Cross Blue Shield of Minnesota and Sr. Director, Provider Relations and Contracting with HealthPartners. In addition, Mr. Rolland has held several Vice President and other executive level positions with MinuteClinic, HCC Life, Virtual Radiologic and American TeleCare. Mr. Rolland holds a bachelor’s degree from St. Olaf College and master’s degree in Leadership from University of St. Thomas.
Mary Sienko, Communications and Marketing Director
Mary Sienko brings over 12 years of marketing and communications experience to this position. Previously, Ms. Sienko led marketing and communications efforts for transportation services at the University of Minnesota. Prior to that, Ms. Sienko was the Director of Marketing at the RiverCentre, a convention, entertainment and sports complex in Saint Paul, Minnesota. She has been recognized with 12 national and regional awards for marketing and communications. Ms. Sienko graduated from the University of Minnesota with a bachelor's degree in International Relations.
Mike Turpin, Senior Counsel
Mike Turpin brings over 5 years of legal experience to this position. Previously, Mr. Turpin served as the Deputy General Counsel at the Minnesota Department of Human Services, where he provided advice and assistance to the Department on a wide variety of legal topics including health care, data practices, employment and compliance. Prior to his legal career, Mr. Turpin spent 5 years as a public school teacher. Mr. Turpin earned his Bachelor of Arts from Carleton College and his Juris Doctor from the University of St. Thomas, School of Law.
