In May 2003, the board was established to license and regulate professional counselors (LPCs). The LPC license is considered a Mental Health Practitioner license and is not currently eligible for reimbursement by medical assistance programs.
The Department of Human Services, along with the BBHT and other mental health licensing boards, were commissioned to evaluate requirements for licensed mental health practitioners to receive medical assistance reimbursement and publish the results by January 15, 2007. In 2007, the Board proposed legislation based on the findings in the task force report to create the Licensed Professional Clinical Counselor (LPCC) license. The legislation passed and the LPCC was created in 2007, but was not recognized as a Mental Health Professional license, eligible for reimbursement, until May 15, 2009.
