Dave Hartford is the assistant commissioner of Chemical and Mental Health Services at the Minnesota Department of Human Services (DHS). He oversees the Adult Mental Health Division, the Children’s Mental Health Division, and the Alcohol and Drug Abuse Division.
Hartford has a strong record of leadership, including as acting assistant commissioner for CMHS from August 2012 to February 2013. He has also served as the administrator for DHS’ State Operated Services mental health programs and as administrator of Anoka-Metro Regional Treatment Center. Prior to joining DHS, Hartford held leadership positions in mental health and chemical dependency administration for HealthEast, including as group director for behavioral care.
A graduate of the University of Minnesota with a bachelor's degree in speech communication, Hartford also holds a master's degree in management from Cardinal Stritch University. He began his career serving over three years as a clinical specialist in the U.S. Army. He also has experience as a licensed social worker, a certified chemical dependency treatment practitioner and a licensed practical nurse.
