Investing in Communities

The Minnesota Public Facilities Authority (MPFA) provides financing and technical assistance to help communities build public infrastructure that protects public health and the environment and promotes economic growth.

The MPFA administers and oversees the financial management of three revolving loan funds and other programs that help local units of government construct facilities for clean water, drinking water, and transportation infrastructure projects.

Important Notice

To maintain a consistent workflow and ensure the timely delivery of funds to our recipients, the Minnesota Public Facilities Authority (MPFA) is updating the disbursement request process.

Effective immediately, disbursement requests will now be due by the 12th of each month, rather than the 15th. Moving the deadline forward will provide additional processing time and help us continue delivering consistent, timely service.

Please submit all disbursement requests to our new email address: disbursements.pfa@state.mn.us.

2027 IUP Requests

The IUP Request Form for Fiscal Year 2027 is now open: 2027 IUP Request Form

We have a new system that allows you to choose your project from a drop down list. If you do not see your project in the dropdown, please contact Pam Foster at MPCA or Todd Johnson at MDH. 

Please only fill out this form if you will be starting construction before December 31, 2027. 

You must submit a separate form for each project on the Project Priority Lists. 

FY 2026 Intended Use Plan (IUP)s are now available
