The Minnesota Technical Reference Manual (TRM) consists of a set of standard methodologies and inputs for calculating the savings impacts and cost-effectiveness of energy conservation improvement programs (CIP) in Minnesota. The TRM also documents the calculations that are embedded in the Minnesota Department of Commerce Smart Measure Library on ESP®, a set of working models for real time savings calculations and tracking that is available for free to all Minnesota utilities.

Draft Measure Specifications for 2013-2014
In 2012, Commerce funded a comprehensive third-party review of the Minnesota Technical Reference Manual by Franklin Energy Services (FES) of Port Washington, WI through the Conservation Applied Research and Development (CARD) program. The final set of draft measure specifications and responses to comments from the utility advisory board were delivered in January 2013. A public comment phase was completed on April 19, 2013.
Based on the comments received during this process, Commerce placed each measure specification in one of two groups: those recommended for approval, and those recommended for further analysis. Complete sets of each group are included in the files below.
Commerce held meetings on May 16 and May 28, 2013 to present the results of the third-party review and discuss next steps. The slides for these meetings are below.
