Efficiency Financing Programs

The Division of Energy Resources provides support for three loan programs.

  • Property Assessed Clean Energy (PACE) allows property owners to borrow money from special financing districts to finance energy efficiency and renewable energy projects. The borrowers repay the loan through an annual special tax on their property bill.
  • The Guaranteed Energy Savings Program (GESP) provides technical, contractual and financial assistance to public entities seeking to leverage the State’s GESP Master Contract to implement energy efficiency and renewable energy projects using “guaranteed” energy saving performance contracts and tax-exempt lease purchase financing.
  • The Trillion Btu Energy Efficiency Loan Program leverages public and private funding to help businesses make energy efficiency improvements that lower their energy costs.
