In Minnesota, the sale of dogs and cats is subject to consumer protection regulations.
MN Statute 325F.79 - 325F.792 outlines the rights and responsibilities of consumers, breeders, brokers and pet dealers when selling a dog or cat.
Minnesota law protects both pet dealers and animal purchasers. Any violation of this statute is subject to civil penalty and should be referred to an attorney. The Board of Animal Health has no authority to enforce penalties for such violations.
